How do your words about impossibility of acceptance of reports on 
unfinished works agree with the fact that actually there were accepted 
12 reports (of 48 total) on OS and UPS that are not finished even 
in the pilot stage?

Dear Mikhail Romanovich!

Don't you think that it was better to publish all submitted papers and 
not only the ones accepted as conference presentations (the lion's share 
of the latter pertains to IAM). In that case the users could decide on 
their own what is of interest to them. Many interesting "provincial" 
works remained unknown.

It would be useful to hold a VKP-2.5 conference so that only speakers 
could participate. The experiment could make some contribution to conference 
holding practice ("conferencionics").
