Mikhail Romanovich correctly noticed that one of the reasons for the first 
panel discussion slackness was a lack of common interests among the panelists. 
The other reasons, in my own opinion, are the following:
- Organizational weak points on preparation stage (membership; 
maybe a certain underestimation of a thorough preparation importance; 
the lack of personal touch with the subject on the part of some panelists, etc.)
- Panelists' reluctance to consider - systematize a problem as a whole 
as well as to engage in a non-trivial discussion
- A directive and extremely rough limiting for conference participants 
to participate in the discussion
- And so on...
It all resulted in a friendly chat like "How to discuss a problem in general 
terms and not to touch its essence".

I apologize for categoricity of my opinion - it is for short. 
In my opinion, more careful preparation is necessary.

Your example with corn only indicates how one must not calculate. 
Competent evaluation based on real conditions when possible side-effects 
of this or that action are considered seems to me always desirable.
